How To Become a Certified MEWP Operator

12-02-2025

The International Powered Access Federation (IPAF) is a non-profit organisation that promotes the safe and effective use of powered access worldwide. To be able to operate and work with powered access equipment, including mobile elevated work platforms (MEWPs), you must be trained and qualified.

If you intend to embark on a career operating MEWPs in sectors such as construction, manufacturing, warehousing or waste management, you’ll need to know how to become a certified MEWP operator. To become certified, appropriate IPAF MEWP training is required, and this blog post will steer you in the right direction to gain certification and become an MEWP operator.

What Is a MEWP?

MEWP stands for mobile elevated work platform and is classed as powered access equipment. MEWPs come in several shapes and sizes, each of which requires specific training for users to be qualified to operate, supervise and manage. Two of the most common categories of MEWP include Mobile Vertical (3a) and Mobile Boom (3b).

Compared to ladders or scaffolding, MEWPs are far safer and efficient at lifting workers and equipment. MEWPs feature different-sized platforms and height and outreach capabilities for effective use in construction, manufacturing, engineering, warehousing and other associated industries. Included in the Mobile Vertical (3a) category of MEWPs are scissor lifts, and the Mobile Boom (3b) category includes self-propelled boom lifts.

Why Becoming Certified Is Important

Mechanical MEWPs are fantastic pieces of powered access equipment that help optimise various lifting tasks and access requirements, but they require the skill and knowledge to operate them safely.

One of the IPAF’s main objectives is to encourage the highest standards of safety when operating MEWPs, and they achieve this with accredited training courses provided by members of the organisation, like us here at Total Construction Training. Completing IPAF MEWP training courses ensures operators, managers and supervisors are equipped with the knowledge and skills to uphold the required safety standards and keep businesses legally compliant.

Our Guide to Becoming a Certified MEWP Operator

1.       Choose your accredited training provider:

Choose a training provider that’s an IPAF member and one that provides the necessary IPAF MEWP operator training. Total Construction Training is readily available with expert instructors and courses to get you qualified.

2.       Complete classroom / online training:

IPAF MEWP training can be done in a classroom environment, conducted by expert and friendly instructors, or courses are available via eLearning, helping to train people across the UK. The training will involve a mix of theory and practical learning, exploring regulations, structural parts, safe operating methods and pre-use inspections and handovers.

3.       Participate in practical training:

The practical part of the IPAF MEWP training will involve learning how to perform pre-use inspections for safe use, understand harness safety, descent procedures and safe manoeuvring. The practical part of the course is key to understanding all safety requirements when operating an MEWP.

4.       Pass written and practical exams:

After the theory and practical training are complete, course attendees will then take a theory test and a practical assessment and be assessed by a qualified instructor. Both exams will be completed on the same day as the training.

5.       Receive your MEWP certificate and PAL card:

With Total Construction Training as your IPAF MEWP training provider, you’ll receive the results of your test the very next day. If you pass both assessments, you will become a certified MEWP 3a and 3b operator and receive a PAL (Powered Access License) card that is valid for five years.

6.       Maintain your knowledge and get refresher training:

Safety requirements often undergo changes every few years, and your PAL card is only valid for five years. Taking a refresher course is the best way to stay on top of safety regulations and stay certified as an MEWP operator.

Tips for Success

·         Review IPAF training categories so you understand which MEWP types you will be assessed on

·         Read the IPAF course materials in advance to build familiarity with safety rules and operating principles

·         Wear suitable PPE during practical sessions, including a harness when required

·         Arrive well rested, focused and prepared to follow instructions closely

·         Listen carefully to your instructor and ask questions whenever you need clarification

·         Practice performing pre-use checks until you can complete them confidently and correctly

·         Pay close attention to ground conditions, stability risk and site hazards during training

·         Take your time when operating and prioritise control, observation and safe movement

·         Review emergency lowering procedures and rescue plans before your assessment

·         After qualifying, keep your skills fresh and stay updated with any IPAF guidance changes
